CAPAZ Working Paper 1-2020: Achievements, challenges and lessons of the peace process between the Colombian government and the ELN, 2010-2019

The first CAPAZ Working Paper published in 2020 is called: “Logros, desafíos y lecciones del proceso de paz entre el gobierno colombiano y el ELN, 2010-2019”(Achievements, challenges and lessons of the peace process between the Colombian government and the ELN) and reflects the research supported and sponsored by the CAPAZ Institute, FLACSO Ecuador, and the Universidad de la Salle in Colombia.

The Working Paper has been written by Cécile Mouly (FLACSO Ecuador) and  Esperanza Hernández Delgado (Universidad de la Salle).

Abstract:

This Working Paper analyses the peace process between the Colombian Government and the ELN (National Liberation Army) guerrillas between 2010 and 2019. It highlights its progress in relation to previous processes, as it was the first to move to a public phase of peace negotiations. It underlines the influence of the context in which it took place, especially the transition from the Santos Government to the Duque Government. It details three fundamental characteristics of the process: 1) its subordination to the peace process with the Revolutionary Armed Forces of Colombia – People’s Army (FARC-EP) that culminated in 2016; 2) the centrality of society’s participation in the negotiation agenda; and 3) the challenges involved in negotiating in the midst of the armed conflict. Prospects and future scenarios have emerged from this analysis, as well as valuable lessons for increasing the chances of success of a future peace process between the Government and the ELN.

Ph.D. in International Studies and research professor at FLACSO Ecuador, where she coordinates the peace and conflict research group. She has practical experience in peacebuilding and peaceful conflict transformation with various organizations.

Esperanza Hernández Delgado

Ph.D. in Peace, Conflict and Democracy from Universidad de Granada, Spain. Lecturer and researcher for peace for the Doctorate in Education and Society programme at Universidad de la Salle, Colombia. Her national and international studies and publications focus on peace building issues.
