“Institutional care route for the protection and effective enjoyment of rights”

We are pleased to present the handbook “Institutional care route for the protection and effective enjoyment of rights“, the recent product of academic and inter-institutional cooperation between researchers representing CAPAZ, Universidad Nacional de Colombia, Universidad Santo Tomás, and the University of Göttingen.

The handbook was published in November 2019 and includes the most relevant contact details for victims of land use conflicts in Colombia, specifically in the Department of Meta.

The problems or obstacles that the civilian population faces in accessing state services are numerous and mainly caused by the malfunctioning of institutions, a low level of supply or lack of knowledge.

The handbook includes some of the state institutions that can be of help in the event of a threat, danger or violation of rights. The institutional offer is divided into six axes of institutional needs:

  1. Security
  2. Victims’ rights and reparation
  3. Restitution and land titling
  4. Crop substitution
  5. Domestic and gender-based violence
  6. Failure to provide timely response to repeated requests

The group leads research activities on territorial peace. The University of Göttingen is represented by Prof. Dr. José Martínez of the Institute for Agrarian Law, also spokesperson for this university at CAPAZ.
